Michigan state Rep. Robert Kosowki (D) introduced a House bill this week that would make it a civil infraction to stay in the left lane of the freeway when other drivers are trying to pass. The bill also clarifies the old exception on freeways with three or more lanes and has gotten positive feedback from Michigan State Police.

Kosowski’s bill comes on the heels of a new state law bumping speed limits from 70 miles per hour to 75 mph on some 600 miles of rural freeways.

in Michigan, traffic offenses (tickets) are civil infractions. They’re below misdemeanors since a CI is not considered a civil and not a criminal offense. Exceptions are OWI and reckless driving.

It’s already the law in a lot of places, but completely unenforced. They even occasionally announce that they’re going to start enforcing it, for real this time, but then they never actually do.

Um, no it’s not . The right lane is where you’re supposed to be in the first place, and there is no law requiring right-lane traffic to stay locked-in at an equal or slower pace than the vehicle in the left lane.

Lane hogging has been an offence for well over a year now. One guy in Yorkshire back in 2015 was fined £1,000 and got five penalty points on his licence for persistently lane hogging.

The British Highway Code 264 has always said to ‘keep left unless overtaking’.

In Oregon you can pass on the rigjt if you don’t enter a bike lane, leave the road surface, or if the vehicle is signaling a right turn.

That said in some Wa roads trucks can’t use the left lane. That works good.

More of a pet peeve for me...Not turning left on Red when going from a two way to a one way. I spend many light cycles daily watching this happen. It drives me nuts, and I’m the only person doing it that I see.

Yeah, I see a lot of drivers doing it.

But I don’t think it’s because they understand the law. It seems to be more of a “everybody else is doing it” sort of thing, ’cuz when a cop is nearby, people start second-guessing whether it’s really a legit maneuver, and suddenly we’re all stuck waiting for a green light.

If you are on a two way road that crosses a one way road and has a stop light you can turn left onto the one way road (assuming that is the direction of the one way road) when the light is red for you.

A civil infraction could mean that although there’s no proof that you, cuts_off_prius were the person hogging the left lane, there is no doubt that the car, registered under the name cuts_off_prius was hogging the left lane.

I got a civil infraction fine for turning right on a red without stopping. My car and its plate were recorded on photo and video by a red light camera. Though there’s no proof I was the one driving, it was certainly my car that broke the rule. A civil infraction would not go on my driving record, or be reported to the insurance company. It was clearly defined that it is not a ticket.

I did some research and discovered that failure to pay the fine could result in my car’s registration not being able to be renewed.
